Either Marlon thought there was no proof that Plasma was behind it until he saw the Frigate in person, people weren't sure it was Plasma this time (it could have been a new evil team, or maybe the boat in the sky was just some angry legendary that's come to kill everybody again), or the event was very recent and didn't reach him yet.
I agree that it's bull, though. And the fact that we don't know how much time passes between these events makes it much harder to tell what Game Freak's intention was.
