In what world are Pokemon like Ninetales, Sandshrew, Rapidash and the legendary birds unpopular?
Why would Game Freak scramble to fix those designs instead of shit like the lake trio or Exploud which most people probably wouldn't even recognize as a Pokemon if you showed it to them?
Regional forms are a way to recapitalize on the fame and notoriety of certain Pokemon, not an attempt to "fix" them.
