The idea was to keep the 3DS icons for basic/1st stage Pokémon and give final evos big icons, but they fucked up by copying them straight from LGPE, so you end up with things like both Rhydon and Rhyperior having big sprites. Also, many final evos were arbitrarily excluded from getting big sprites. Like, Fearow didn't get one but Pidgeot did? It's like they got half way through then just gave up and said fuck it and released it as is. The icons used in BDSP and PLA are unironically an improvement, however I would have preferred the 3DS sprites.
