They made it a water/flying type without the ability to learn fly, they're only able to breach the water and glide for a bit. It also used to have Remoraid depicted on its body that would be like feeders and act like guns to Mantine's plane body, and I'd say that needing a Remoraid to evolve Mantyke and how the two were always together early on makes me think that Mantine wasn't meant to be as cool and strong as a Pokemon that could make it on its own.
