Pokken DX clearly started development when the WiiU version sold so badly, Nintendo asked Harada to quietly churn out the rest of the content for the Switch version instead, with the last major patch being in June 15 2016. Meanwhile, Sakurai already mentioned that SSBU already started development almost right after the patch after Mayonnaise, which is between March 2016 to May 2016
The question isn't why is Incineroar in SSBU but rather what else could be the possibility for deciding to launch Pokken DX with Decidueye in the starting roster when Incineroar is still being shilled at the time? Is it because Libre already fulfills the niche for a grappler rushdown with Machamp fulfilling the Tanky Grappler? Is it because Harada already had a preference for Decidueye?
