Surface wash only is enough to remove dust, lint rollers or damp cloth works just fine for that. Never tried a vacuum before.
If you cuddle a plush regularly it'll eventually get dirty from skin oils and sweat no matter how clean you keep yourself, which can be difficult to remove with only a surface wash.
Easy solution is to put pants and a shirt on your lucario to prevent direct contact of the fabric with your skin, if it doesn't get dirty there's no need to wash it.
