I'd been reading about the Hex Maniac Ghost, and I wondered if perhaps the "one" isn't a person, but a Pokemon. I've been bringing lots of Pokemon to her, mainly Ghost Pokemon, to see if anything happens.. And then it hit me, Jynx is often linked to the Yuki-Onna and is a pretty mysterious Pokemon, so I grabbed one, and at 8:43 or so in my game when you can hunt Mega Stones, I went into the building with Jynx and the Hex Girl appeared again.
Basically, the Hex Maniac is a girl who used to live in a house across the street with her Jynx. There was a mysterious fire one day, and Jynx tried to protect her, but presumably failed. She then tells you that the Jynx you brought isn't hers, but that she knows from seeing you and your Jynx that her friend must be out there protecting another Trainer . She then gives you "Jynxite".
