This disdain for Leon is a classic example of why "show > tell". Everyone spends all of SWSH hyping the fuck out of Leon, then you fight him and he's mid as hell. No one ingame hypes up Cynthia and I think her being the champ was supposed to be something of a surprise, but she's so difficult that everyone walks away from the fight going "she's strong as hell." Then she shows up in other games being equally threatening, reinforcing the idea.
Meanwhile with Leon its just people yelling "he's the STRONGEST EVER with his ULTRA CHARIZARD," and they just expect you to believe it.
It doesn't help that not only is a good portion of the fanbase sick of over 10 years of nonstop Charizard shilling, but anyone with even the smallest level of understanding of how battling works knows that Charizard is not actually very strong in battle compared to the nightmare that is Garchomp.
I think if Leon was actually hyped up less and had a stronger team, people wouldn't be so aggravated by him being considered so powerful, but SWSH's awful storytelling pretty much forced anyone who's not a literal child or a fujo to get tired of him really quickly.
