The whole point of the statue is that it's supposed to resemble both Dialga and Palkia depending on how you interpret it.
This doesn't translate very well into anything other than top-down sprites so any attempts to recreate it have looked awkward.
In fact, I wouldn't be surprised if the statue was designed first, and whoever designed Dialga and Palkia was just told to make 2 completely different designs based on it.
