Since Dragons are strong enough to 2HKO Steels with their STABs alone after a few boosts, no its not. The immunity was justified since Gamefreak went full retard and made Dragon the most ridiculous STAB to spam. Although if you wanted to not deal with a Steel type you can just slap a Magnezone and call it a day.

The matchup is more lore related than what you think. Like Dragons, the bad guys allways meet their end in fairy tales. Not that hard to understand.
