2 years. That's the development cycle for Pokemon gens. A new gen comes out every 3 years, and besides the main game, there's also a remake thrown in there.
GameFreak doesn't have 5 years to develop a full-fledged complex game. They're literally on a schedule. Gen 9 is scheduled for 2022, and next year we're getting DP remakes. Literally they began working on gen 9 as soon as SwSh released, WHILE working on remakes as well.
Games will never be huge and complex because of this. GameFreak can't tell TPC "hey yo we're gonna take 4 or 5 years to cook up this huge amazing Pokemon game" because they're on a schedule. Merchandise, anime, etc. Everything is already set on stone.
Are there things they could improve? Of course. Lots of things. But stop expecting the greatest Pokemon game of all time every time a new gen comes out.
