What I mean by that is after 4, every 8 EVs adds a stat point. Unless you're battling at level 100, you should aim to never have EVs that don't fit this formula - it's a waste.
For example:
Mew A has 4 EVs in HP = stat of 176
Mew B has 8 EVs in HP = stat of 176
Mew B wastes those 4 extra EVs - they make no difference at level 50. Putting them into any other uninvested stat will give you a stat point.
At level 100 every 4 EVs count, so there's no issue there. The 2 point jumps occur when the nature multiplier (1.1x) causes a stat to tick over according to the formula. Remember everything in Pokemon rounds down.
