Do you walk up to a real-world grizzly bear and hug it, expecting anything other than to get mauled? Perhaps, if you're a child who doesn't know better and think it's cute, but if you know better, then no, you don't.
Bewear's the same way. It just doesn't use claws and teeth as much as it does raw strength.
That being said, Bewear is just as adorable as it is badass, and I love it to death. Plus, the anime reveals that it's a bear in a lot of other ways too, including the whole 'mama bear' archetype that Team Rocket's Bewear fits into nicely.
