It wasn't. It's set in Spain. Stop with the Iberian peninsula bs. Food references are exclusively Spanish. Pokemon names like Lechonk, Fuecoco, Sprigatito etc are all Spanish. Academy names are both in Spanish. Characters say some catchphrases in Spanish. Not a single one of these have portuguese in it.
Portugal in its architecture and culture is 90% a copy of Spain. So you finding similarities between Paldea's architectonic elements and portuguese ones doesn't mean shit. Spain has everything of it too.
I can't believe you are still pushing this weird propaganda. Your country is NOT a part of Paldea. Nor will it be in the DLC. It's all Spain. Spain alone had enough content to make up a region of its own. The map of Paldea was meant to represent ONLY Spain. Portugal is not the Western part of Paldea. It simply doesn't exist in the Pokemon Universe, just like many other countries.
