Quiver Dance on a Gardevoir would make it somewhat stronger, its Defense and HP are so bad that it would get one shotted by Shadow Sneak and Bullet Punch easily, or any physical poison, steel, or ghost move for that matter. It would be a pretty good threat against any special attackers though.
