A Gardevoir dress, I think, serves more to cover its legs from UV radiation. Gardevoir's body sacrifices UV radiation resistance in its legs when it evolves (in a human's case, body generates melanin, which makes skin darker) to save energy for new telekinetic purposes.
The gown is for both purposes I think. Blood irrigation should be centered around its chest guitar-pick-thing, so that body area should be warmer than the rest, leaving legs abandoned, almost as vestigial organs (just like human's appendix)
