Kanto pokemon are more popular, goes without saying a game with Charizard on the cover would sell more than Sceptile (KIDS love Charizard are you going to accuse them of being nostalgiafags too?)
Japs don't think anything more of Hoenn than they do Johto, Sinnoh or Unova
Even assuming they'd sell the same, Kanto is a better business move
