When he's really just a Saturday cartoon villain with unclear motivations for his actions who's badly written, has no coherent plans, and has less depth than the puddle that's currently on my porch. Really just like every other villain (and everyone else, for that matter) in this franchise. The "h-he doesn't want to destroy the universe" rhetoric is just a pathetic attempt to obfuscate that.
Go read a book if you want well written characters.
