Technically learning via paper is the recommended way to do it anyway since you don't have any of the crutches of digital tools.
After that it's supposed to be a process of slowly getting used to drawing basic things to get a better hang of lines, shapes, perspective and whatnot, while also drawing frequently to retain whatever you've learned. Plenty of resources out there that can help you when you're starting out. /ic/ sticky tends to get recommended for this.
I can't give any advice on this part myself because I skipped it entirely by being 9 and drawing shitty anime and sonic OCs in flipnote hatena but I can at least tell you that skipping basic practice might give you some whack fundamentals like I do
