Can't you just give it Aqua Tail or Aqua Jet?
Also could you could add Destiny Knot in to transfer IVs and have Everstone transfer parent Nature in Gen 3? Would satisfy autism.
I got lucky and caught a Lonely Puppacti with 30 IV Attack, and EV trained it in Attack and Speed, and levelled it to 45 for Sucker Punch. This is from earlier.
