The reception was lukewarm, people were disappointed by the lack of connectivity with Gen II and the loss of several features that people liked from the prior games (day-night cycle, phone, radio, multiple regions, headbutting trees). Generally speaking it was still seen as being superior to Gen I
I know that's wild to consider, but Gen Wunners didn't really exist yet since people that didn't care for the new designs just left the series instead of bitching about it but Gen II was considered the "best of the series" until Gen IV came around and people started to soften up on III.
The huge rom hacking scene for III probably helped too.
