As a reliable and powerful late-game Special Grass attack, not many non-Grass Pokémon learn it. Exceptions include Bug and Psychic-types, the Vulpix line due to its correlation with the sun, and very specific special cases such as Octillery where it fits thematically. Zeraora doesn’t have these distinctions. In fact, the only Electric types that get Energy Ball are the Joltik line (part Bug), and Xurkitree, who is extradimensional.

Giving Pikachu access to Iron Tail didn’t automatically unlock Meteor Mash and Gyro Ball for it. Zapdos gets Heat Wave, but that’s due to its ability to summon thunderstorms; it doesn’t give it a free pass to go nuts with Flare Blitz and Flamethrower.
