Necrozma arguably should use dazzling gleam. It doesbt matter why you think game freak decided it doesn't. That does not invalidate the point that it should.
Second of all gamefreak not giving an explicit explanation for what determines a pokemons move set does not give them immunity to scrutiny, especially when their MO is CLEARLY that a move set is based primarily on a pokemons theme and physical/mental attributes.
Just because you pretend like you know why gf does what they do doesnt mean that these moveset anomalies are not ridiculous.
You are an idiot if you think that 1: gamefreak would ever explain why mons have their movesets and 2:that a lack of explanation is so they can get away witg incinsistancies.
The lack of explanation is most likely because the fact that movesets are determined by theme and physical/mental traits is so ridiculously obvious that they would have no fucking reason to have to explain it.
