Ignoring your personal philosophy you are utilizing cognitive bias in associating your personal experience with blacks in the U.S. and applying it to the entire race. Despite the fact that your scope of "experience" most likely only extends as far as the U.S. demographic and most probably blacks within a certain region of the country.
Mind you it's your prerogative to live where you desire and with whom you so desire. But whatever problems you have with blacks in the U.S. you best not apply it to blacks outside the U.S.
