Lickilicky: Severely worse, almost unsalvageable.
Rhyperior: Worse, but it was all downhill after Rhyhorn anyway.
Tangrowth: I'm biased, as Tangrowth is my favorite Pokemon, but I wish it had kept more of the shadowed ambiguity of Tangela.
Magmortar: Improved, but I'm not a fan of the pink.
Porygon-Z: Vast improvement conceptually.
Togekiss: Salvaged the line.
Ambipom: Not a fan of the balloon hands at all.
Yanmega: Straight improvement at every level, though it's a shame to lose Yanma's cuteness.
Honchkrow: More of a sidegrade. I like Murkrow's witchiness, but I also like the mafia don look.
Mismagius: Improved.
Gliscor: Greatly improved.
Weavile: Slightly worse, getting rid of the asymmetry was a mistake.
Mamoswine: Would have been perfect if it kept the "shaggy hair over the eyes" look.
Roserade: Almost perfect, but I wish the bouquets had more detail.
Dusknoir: Eh. It was all downhill from Duskull.
Froslass: Much more interesting than Glalie.
Gallade: Doesn't really do anything for me.
Probopass: 10 out of fucking 10, quite possibly Game Freak's greatest achievement.
Magnezone: Salvaged the line from being "it just adds more of them". Magnetic UFOs are cool.
Overall, more good has come from cross-gen evos than bad, especially when you factor in the ones from Gen II as well. I certainly like the idea better than Megas, as you can typically get a bit more drastic with the changes. That can be a double-edged sword though, depending on the execution. It helped some Pokemon become relevant competitively (in some cases extremely relevant), at any rate.
As for cross-gen prevolutions, I think they should either be restricted to things like Tyrogue in order to combine previously unrelated Pokemon into one evolutionary line (calf for Tauros/Miltank when?), or for Pokemon that would otherwise be too powerful to just let the player catch as-is in the early game.
