The Modern tiles could probably be changed a bit to match the industrial, so they wouldn't have to be thrown out.
I would say an old water tower on a building would be good, and maybe a parking garage building(that would be inaccessible to go in). Maybe near a bunch of warehouses.
Also something that is not exactly about the map but maybe dialog, would be some NPC's talking about that they get coal in from the coal mine you encounter early on.
Portland is fantastic! Great place to live, with lots of interesting places and food. If you don't mind the rain though. Lots of rain.
