In Dokkan there's a major unit coming out every two weeks, each with at least one non-dokkenfest exclusive unit, plus all the free units from events, plus all the units from random banners or events. IN a month even if you don't summon you get at least several untis to farm. In Masters if you're waiting for cynthia i.e next banner you can expect to not get a single unit to play around with while waiting.
Also the card arts are cooler than random background-less models
