IE currently only has up to gen 7 mons while ER has gen 9 + new megas + "Redux" forms of existing mons + new moves + 1/3 ability choices and 3 innates gimmick for every mon.
It's definitely much more shit added, but it also fundamentally changes the progression of the game by being able to freely edit stats and having multiple of every competitive available from the start to maximize customization and preparation. I THINK the game is harder to compensate but I haven't compared them yet. There's other differences too but you can read up on them yourself.
If you're like me you might like all those additions added in ER, but I'm sure some people would have gripes, so they might prefer IE.
Personally I've been waiting for IE 2.0 for a while now, it's going to add a bunch of extra game options and toggles, new custom moves and abilities (Conversion-Z is one, Dusknoir is getting an ability that heals it from ghost moves or something), and a few new megas of its own such as Mega-Zebstrika and Mega-Parasect. I presume it's gonna add all the new gen 8/9 mons too.
All of that should serve to give IE some of its unique identity back, ER couldn't exist without it and it's an amazing hack in its own right!

IE is a bit more faithful to traditional Pokemon gameplay, no fakemon "regional" forms added, just a few fakemon megas for Milotic/Flygon/Kingdra, and some fanfic abilities like Blitz Boxer on Hitmonchan (most broken shit in existence).
