Only 2-3 of the water starters fall into the weapon theme, while all of them are only semi-aquatic.
And not all of the grass starters are prehistoric. The stilt owl only went extinct comparatively recently, and its extinction was linked to humans bringing in invasive species like pigs and rats, so it wasn't anymore prehistoric than the dodo.
