Indeed, a closer look at all the behind the scenes makes it very clear that Pokemon are these cute and innocent creatures, so much so that the man who created the series likened them to cats and dogs. The series makes a very concentrated effort to push this angle of cuteness and innocence. The leaked 2012 guide heavily pushes a certain way they want others to portray Pokemon, and we know these are very serious guidelines as they manifested themselves with the film makers of detective pikachu. Previously you claimed they weren't working directly with the very people who run this series yet it was clearly hinted at with the mention of translators in an interview. TPC is very strict on their depiction of Pokemon for a reason.
And this is all built up for a reason. Takeshi Shudo's description of Pokemon, him asserting Pokemon as a group of critters drawn up from various sources, "familiar objects and creatures" as he puts it, and his overall talk of Pokemon, he mentions that there are no bad Pokemon, shed a lot of light here. Combined with Tajiri's and Sugimori's description of Pokemon, plus the guide, and his talk of Pokemon it is very clear Pokemon seeks to capture the innocence and cuteness of what we conceptualize as critters in the real world. Pokemon taps into this concept and constructs their world in a specific way for a reason. When you contextualize the 2012 guide with this viewpoint it starts to make sense. Why be anal if a Pokemon is shown wearing clothes? The reason is that real critters don't wear clothes thus Pokemon don't either, or can't be shown in a way that gives that ideas. Pokemon are kind and sweet, not sexual.
