Note that this data uses a very specific scenario: it assumes you're starting with zero of all resources and have either all or none of your First Time Bonuses. For that reason it shouldn't be taken as anything other than a rough guideline of what you might spend to level a single item. Your own situation will be different depending on how many Enhancers, Tickets, gems, and spent/unspent First Time Bonuses you have. Note also that this only shows the lowest cost for leveling a single item at a time, the prices for leveling more than one item at a time would be different (lower).
Even if you don't find this helpful, one interesting thing worth noting is how the $3.99 pack is actually more cost efficient than the $7.99 and $19.99 packs without their bonuses, meaning there are some situations where you get more gems for your dollar by buying multiple $3.99 packs (a target of around 2000 gems or so), as you can see in the chart when leveling an item from 20-30.
