A feat that not even mega level digimon accomplished in the anime.You can't really compare the "destruction" of vermillion city to events in digimon given that cities in Pokemon are significantly smaller to say Tokyo.
Also 1/4 is a gross overstatement given you can see a large majority of the city is still standing. In fact it looks like it didn't destroy anything.
