Yeah, sure the best choice to evolve Nosepass would be keep its useless legs and not making an actual new Pokémon that can do more than just points the north.

Unlike most crossgen evolutions, Probopass keeps its concept while makes a new design with a new mechanics. It's not a "hey, I made a fatter Lickitung with the same gimmicks" or "I make a Rhydon with a shield from nowhere".
I'm not defending Probopass just for the concept. I really like the design and how it looks when it fights.
