It's existed since at least Gen 5. Newfags from back then could not stand the level of hype and recpetion HG/SS got, since Gen 2 is the proverbial golden age for Pokemon as it not only ensured that Pokemon was a core franchise, it added a lot to the series that has been regularly used since then. Gen 3 was the silver age, still adding more to the series, and Gen 4 the bronze, refining everything that existed. Everything typically went shit south with Gen 5, as Gen 5 really did not add anything NEW to the franchise, save new 'mons.
Gen 5ers hate Gen 2 and have perpetuated the hate simply because when people think of the good times with Pokemon, it's Gen 2-4, so they attack 2 simply because it came first.

7 of those 48 are starters
