A witch inspired Pokemon can be Psyhic or Ghost or whatever and Fairy is just not needed to make it thematically work. Gamefreak even made her primary Psychic, that should be clear which typing they feel suited her more. If you make Hatt a mono-Psychic it would make just as much sense
We have plenty of Pokemon inspired by witches and sorcerers, most of which aren't Fairy. Gardevior is a very similar Pokemon and it work just fine as a mono-Psychic type before they gave it a Fairy typing for no reason. Picrel is a Pokemon directly inspired by witches too. Guess what typing it is? Surely must be Fairy from your logic
The fact that we are even having this long winded conversation is proof that Fairy types are thematically vague and flawed. You don't need to get pedantic on whether Pikachu is an Electric type or not. But every Fairy type Pokemon can be change into another type and no one would bat an eye
