>>44495201No he doesn’t. Those are just the cards that feature the official art. Every generation has “default” cards for each Pokémon that have their standard official art. They usually come out first so that whoever runs the TCG production has a number of cards to put out right as the generation begins.
There are tons of cards that are actually illustrated by Sugimori, mainly from the earlier years to my memory but he still does some now.
