After losing both parents as a child, she was adopted by her grandparents in Icirrus City. The complicated emotions in the household at the time attracted a Shuppet that Wolke befriended and drew comfort from. This started her love for Ghost Pokémon. Young Wolke would write letters to her parents in heaven and send them via balloons.
Now that she's grown up she is involved in the organization of an annual festival at Celestial Tower where people commemorate deceased loved ones (both human and Pokémon), similar to the Japanese Obon festival or Día de los Muertos. Wolke helps people send messages to the deceased via balloon or paper lantern. She's not gloomy, as most people except from a Ghost type specialist, but rather cheerful and nurturing with a mischievous streak. Her goal in life is to bring humans and Ghost Pokémon closer together, teaching people not to be scared of them and giving them the love and care they deserve.
