I don't think Jasmine was ever intended to be young child around the players age, characters were just drawn more chibi back in the day both in art and sprite form. Just look at gsc art of the kimono girl
I think design wise, her being small and dainty makes since since her entire shtick like Poppy is heavily contrasting with the feel and look of steel types. Poppy just takes to an even bigger extreme with looking and talking like a toddler
In that official gen 2 art, Jasmine's proportoins are still nearly the same as her HGSS design. Except for maybe her hips not being as wide. She's still about 5 heads tall. I think HGSS slightly increases her to being about 5.2 heads tall, but that's it.
