>>37560665It was from the Spaceworld '99 beta, although it only came to light when the beta ROM got leaked and dumped last year. It was one of a number of baby Pokémon cut from the final game. It's not unlikely that it was one of the ones cut from Gen 1, since there's evidence to suggest that Magby and Elekid were. That entry may have been put in the Gen 1 dex as a 'sneak peak' at Gen 2 with the intention at the time of programming being that Baby Vulpix would be in the games.
