It doesn't (or at least shouldn't) speak to the character at all tho cus depending on what they're used for or how they're presented it's just gonna people's favourite mons or colorations. If they're being used in a setting where they ARE considered rare then it can be played like that one dude from the anime who had nothing but shinies even if he only had six. Just depends on what the creator wants to do with them or the setting they're in
