Claiming that only rayquaza can save the world and she's the one capable of summoning him. Despite the fact you have a world full of pokemon capable of telepathic powers and humans capable of GPS technology who could have done the same to find and summon rayquaza.
This is on top of the fact that Zinnia who somehow successfully infiltrated team magma/aqua did not contact the police and government of the illegal activities going on our take of the teams herself (which she has shown she is capable of doing Delta episode) before the groudon and Kroger were awaken.
