They wasted the idea of creating a prehistoric jungle with fossils and XXXL Pokemon of living fossils (Tropius, Meganium) for Scarlet and a post-apocalyptic set like in Terminator 2 for Violet's Area Zero, even a metal jungle like in Godzilla or a chromatic parody like in Spongebob full Pokemon with "futuristic" design like Magnezone, Rotom, or pollution like Muk, Garbordor, Revavroom. They could even up the ante with high-level Pokémon that couldn't be captured on your first raid until you beat Sada/Turo, creating fear in the player with each encounter.
They had the means and resources, but they simply opted for the easiest option and said let's go eat.
