One person has a black & white TV set, and no one else has a TV. This makes the person with the b&w TV's house the best house to watch TV at.
Now imagine the same town in which everyone has a b&w TV. No one's house is any better to watch at than anyone other person's.
If one person in the town with all b&w TVs purchases a color TV, they have the "advantage" and they become the best house to watch TV at.
If everyone in the town upgrades to a color TV than there is still no reason for anyone to watch TV at any house other than their own.
This is the case of all "metagame-destroying" implementations. The current landscape consists of b&w TVs, color TV's, plasma screens, LCDs, TV-less, etc. If one pokemon gets an update and moves up from say, b&w to color, it becomes more capable and more competitive. If every pokemon receives the same bonus, it is the same shifting everything up one slot. Nothing that was already optimal will suffer, and nothing that was not competitively viable already will see any improvement. This is the way it has always been and the way it will always be. It's basic evolution.
