I don't get why Game Freak thought they had to be Team Rocket with mascots. Even if you divide the Pokemon up and Magma has, for lack of fire, all of these rock, ground, steels, even grasses to use, Aqua could still be your Team Rocket-esque dark/poison/fighting... with a truckload of water. That's how I would have done it.
