The reason why you don't see tournament players use stall too often is because it places a huge emphasis on matchup and very little on skill, most good players don't want to see their games decided at team preview. That's exactly the issue, while his stall team beats most pokemon, it just flat out loses to a few, with very little effort required on the part of the person using the breaker.
It's much more reasonable to say that he built the best stall team rather than he is the best player. In any case, while the stall team he is using may be good, it's certainly not unbeatable. I don't see how he beats this:
