Only young adults who pursue all eight badges or veterans who've completed their journey will have fully evolved Pokemon. Just ignore the kids with Dustox or Beedrills, those things probably fuck off after evolving anyways unless they really like their trainer.
Now that I think about it, bug types must be a pain to keep if they're as skittish and dumb (relatively speaking) as their irl counterparts. I just can't see them being as loyal or trainable as other types.

>>53226088, duality of man. I know the game leans heavy on this, with Champions like Diantha/Steven being public figures, but as far back as Lance actively fighting Rocket in Mahogany I thought they acted more as a government authority.
Reason being, if we take Lt. Surge's word, and assume a war being fought across continents, why wouldn't the most elite trainers be recognized as keystones of power and make laws accordingly. I think the manga goes into this, going so far as to involve gym leaders as local government figures and implying corruption in some case.
