In my opinion, having three options of a three monsters evolution line each is great, but giving just one monster is a cool approach, depending of what you want with it. If you want to give a shitty mon just as a placeholder, maybe it would work. Eevee works great too, since the player have lots of options about how to take care of that Eevee... It's more about thinking of what you want to communicate and what you want the player to feel, and then thinking if it achieves your objectives, I guess...
