Even with N doing his role perfectly, it was said that only half of Team Plasma was following Ghetsis while the other half were truly loyal to N (hurr durr B&W symbolism)... how can the organization work with a literal 50% split in loyalty? Even with a common goal, that's just asking for trouble once he himself betrays N and it makes no sense for anyone who can tell he abusing the boy to go along. Team Plasma only got as far as it did because it was necessary for the plot.
But now let's put THAT aside and focus on the plan: have a large number of people release their pokémon so they would be unopposed by trainers during their hostile takeover. Makes sense... until you realize that none of the people who could oppose Ghetsis in the first place would have ever released their pokémon. All the strongest trainers KNEW he was talking crap. So there really was no point to this.
Finally, despite him studying the operations of Rocket, Magma, Aqua and Galactic to avoid doing what they did wrong... he still failed in exactly the same way. And how did he expect to take over the rest of the world when Reshiram/Zekrom/Kyurem are small fries compared to other legendaries?
