fair enough from the innocent's perspective in most cases but not when regarding the criminals who are already attempting mass omnicide.
I think everyone's better off just ignoring the possibility than attempting to explain it away.
For example, I thought it was weird that Borne of Caution tried to explain it away when it had already established that there was a mystical force that kept the natives from even considering weaponizing nuclear power. He should have just taken that concept and applied it to trainer merc'ing as well, it would have easily explained away the problem.
