Pokemon is a game where you play as a child who adventures through the world where he/she encounters people and ideas and Pokemon. To complete the adventure the player must adventure into the world in real life and encounter real people to trade and learn about the Pokemon thanks to other people's insights.
There should eventually be a Pokemon to represent every single thing a person might encounter in their lives.
Why wouldn't a mascot be represented?
Even without the premise, why is a pile of sludge or a tree with human face fruits more applicable than a mascot? A mascot is at least something with a real life analogue.
